Site Description

North Hertfordshire Council is leading the regeneration of Churchgate Shopping Centre (59,000 sq.ft) and nearby sites in Hitchin, known as the Churchgate Regeneration Zone. The site includes an 800 year old open air charter market, four surface car parks, approximately 350 spaces, and service yards accessed via Biggin Lane and Market Place. Over the past year, the council conducted a thorough review of planning policy, transport, and the commercial market. In September 2024, a consultation was launched, including an online survey, workshops, and a walk-in hub in the town centre, resulting in 1,500 survey submissions and 1,000 hub visitors, providing valuable community insights for the next phase of the project.

The review and engagement has identified various options for the Churchgate Regeneration Zone. These will be further tested to establish key development principles and assess their commercial, economic, and social viability. The council-owned site in Hitchin town centre is bordered by Portmill Lane, Queen Street, and Biggin Lane. It includes the Churchgate Shopping Centre and surrounding car parks and the historic market. The River Hiz runs through and under the site. 

The council will be seeking development and/or delivery partners to help transform this area of Hitchin into a thriving and vibrant part of the town.
